New Markets Tax Credit Program (NMTC Program) - Native Initiative Request for Proposal
Today, the Community Development Financial Institutions Fund (CDFI Fund) released a Request for Proposal related to a procurement that is part of a broader effort to increase New Markets Tax Credit (NMTC) investment in Federal Indian Reservations, Off-Reservation Trust Lands, Hawaiian Home Lands, and Alaskan Native Village Statistical Areas (NMTC Native Areas). Industry and subject-matter experts are encouraged to review the Request for Proposal, which outlines the scope of this procurement.
Under this procurement, the CDFI Fund will require a contractor to: perform NMTC Program related research and analysis; plan, coordinate and administer a survey to various NMTC Program stakeholders; develop a self-assessment guide; and plan, coordinate and facilitate technical workshops.
The self-assessment guide and technical workshops will be targeted to Certified Community Development Entities that are Native owned or controlled (Native CDEs), Native Community Development Financial Institutions (Native CDFIs), and other tribal entities that focus on investing in NMTC Native Areas. The initial research, analysis and survey will identify best practices from past NMTC investments in NMTC Native Areas and used to develop a self-assessment guide, training materials and a technical workshop curriculum in order to share these best practices and provide a variety of strategies and tools for current and prospective Native CDEs to successfully participate in the NMTC Program.
The CDFI Fund is seeking a highly qualified contractor to support this effort. Interested vendors are encouraged to respond and should review the Request for Proposal for additional details.
The Request for Proposal is published on the SAM.gov portal. Questions and/or quotes should be submitted via email to Purchasing@fiscal.treasury.gov. Respondents should reference “20340622R00001 ATTN: Carozza/Ashcroft: CDFI NMTC Native Initiative" in the subject line of the email. Responses are due no later than 2:00 p.m. ET on Friday, November 19, 2021.
